the several representations of Sir John Francis rendered great caution necessary in assigning its amount, this having been reported by him in his Despatch dated 17th April 1847 to have reached, on the previous 31 March, £115,547, while it was calculated in his Despatch dated 10th February 1848 at £120,000 as on the 31st March 1848 – from which the charge of £5,000 for the new Court House would be, under the resolution of the Lords Commissioners dated 5th April 1847, thus reducing the net amount of surplus to little more than £3,000 as at that date.
The only question remaining doubtful being one which I think will be able to decide; viz. whether the statement by Mr. Bowring's letter, which also contains contradictory statements, some of which seem capable of explanation, and the Council Accounts, are ripe for defective adjustment; the expedition of £5,000 for the new Court House having been allowed for in the saving of expenditure.
All that in my opinion is required to be done is to charge the proper amount upon the year 1847/48, as supplied by Mr. Bowring's letter, and whether it be necessary to make application to Parliament to be charged upon the current or future balances; - the amount of these, at the 31 March 1848, standing in the accounts of the Colony at £16,823 and £18,823 respectively.
